About CPPA
Over its more than 35 years of service, CPPA has grown and changed to meet the needs of its community. Operating from its administrative center on California Street, CPPA provides a wide range of services designed to foster healthy families and a strong community.
CPPA follows the Community Youth Development (CYD) philosophy developed by the National Network for Youth. The CYD philosophy articulates these basic beliefs:
- Youth are best served by developmentally appropriate approaches to their challenges.
- All individuals, but youth in particular, need positive, caring relationships with adults and peers.
- Youth and adults will benefit most when they have had the opportunity to contribute to the design of the services and programs in which they participate.
- Building connections to the community is an integral component of individual growth and the community benefits from the valuable contributions of healthy youth and adults.
History
Much has changed since CPPA first opened its doors in 1969. CPPA has grown with its community, developing service programs that respond to the kaleidoscope of needs presented by a dynamic society. More CPPA history.
Board of Directors
The Board of Directors guides CPPA's course by overseeing fiscal matters, monitoring program services and setting corporate policy. Comprised entirely of volunteers, the CPPA Board's dedication and commitment are key factors in the agency's success. See a list of CPPA's Board of Directors.
Staff
CPPA services are delivered and supported by a diverse staff that reflects its community. Executive Director Linda J. Mascarenas, who has been with CPPA since 1974, keeps the CPPA mission at the heart of every program. See a list of CPPA's staff.

Formal and informal linkages with other community agencies help CPPA meet a wide array of client needs. CPPA also participates in the work of local, state and national coalitions aimed at improving the climate for human services delivery. See a list of CPPA's Community Partners.
